After hours of work, I can finally tnsping and sqlplus connect but no ODBC connection. Maybe this might help someone else… installing the Oracle Client 11.2 32bit on Windows 7 64bit. Check that the net service name used as the connect identifier exists in the TNSNAMES.ORA file. Problem is local to client machine.
