I just happened to check out this file: C:\Windows\Microsoft.NET\Framework\v4.0.30319\cvtres.exe.config and found that it contained nothing but a sequence of zero bytes. I copied the files from a colleague's machine and it worked fine. The file is officially released by Microsoft and terminating it will be unnecessary, since it is reliable for the other relevant files on your machine, which need it to function properly.
